According to the Ministry of Natural Resources, Typhoon Connie, the 21st typhoon of the year, intensified into a super typhoon on the morning of October 30. With maximum sustained winds reaching Category 17, it was located 560 kilometers southeast of Taitung City, Taiwan Province, and was moving northwest at 15-20 kilometers per hour. Connie is forecast to make landfall in eastern Taiwan during the daytime on October 31 and then approach the coastal areas of Zhejiang and Fujian provinces.

Due to the combined effects of a typhoon and cold air, massive waves of 4 to 12 meters have formed east of Taiwan, in the Bashi Channel, the Taiwan Strait, and the northeastern South China Sea. Offshore waters near Fujian have reached the orange alert level. Over the next 24 hours, coastal areas of Fuzhou and Zhangzhou will experience storm surges raising water levels by 40 to 90 centimeters, with a wave warning at the orange alert level.
The Ministry of Natural Resources has initiated a Level III emergency response for marine disasters and has urged Zhejiang, Fujian, and Hainan to prepare for geological hazards.
